The Sovereign Compute Case for Hamilton

Hamilton is Canada's top-ranked site for sovereign research compute. Why the moratorium should separate it from commercial hyperscale, and what the framework should say.

On July 14, 2026, Hamilton City Council held a special education session on AI data centres, the day before a vote to ratify a city-wide moratorium on new data centre development. This is my read on what was said, and what the city should do with it.

The conflation at the heart of the fight

Hamilton is about to pause all data centre development for up to a year. The draft passed council 15 to 1. The public mood is clear: roughly 1,200 letters opposed the commercial Steelport proposal on the former Stelco lands, citing energy, water, noise, and the fact that a lights-out commercial box employs almost no one.

Those concerns are legitimate. But the moratorium, as drafted, treats every kind of compute as the same thing. It is not. Two very different models of compute are on the table, and only one of them matches the fears driving the opposition:

The one useful job of the moratorium year is to write that distinction into the zoning framework. Banning both is the easy political move. It is also the wrong one, and the experts council invited said so in three different ways.

What the experts actually said

Martin Karsten (University of Waterloo) made the efficiency case. His group's IRQ-suspension change to the Linux networking stack is 30 lines of code. It lifts server throughput by up to 45 percent without hurting latency and cuts data centre energy use by up to 30 percent. It shipped in Linux kernel 6.13. The patch itself matters less than the principle behind it: you meet demand by making systems smarter, not by pouring concrete and drawing more power. Scale is a lazy substitute for efficiency.

Michael Schull (Digital Research Alliance of Canada) made the sovereignty case. Canada is last in the G7 on research compute capacity. Finland, a country smaller than the Greater Toronto and Hamilton Area, has more supercomputing in its single Lumi site than all of Canada combined. And Lumi was built inside a repurposed pulp and paper mill.

Schull laid out the European public-compute playbook, and it reads like a rebuttal to every fear on the table:

Then the headline. DRAC evaluated 33 sites across Canada for the federal research supercomputer, with third-party engineering, an independent economic impact assessment, and job-creation analysis. Hamilton ranked first.

Sovereign is not hyperscale

Put the two side by side and the public's objections sort themselves almost entirely into one column.

Water depletion, runaway power draw, no jobs, value extracted out of the community: those are hyperscale problems. They are not intrinsic to compute, and the framework should say so.

Why Hamilton, specifically

The European model that Schull held up as best practice reads like a description of Hamilton. Ravenscraig is a repurposed steel mill; the Stelco lands are a repurposed steel mill waiting to happen. The industrial power infrastructure is already in the ground. The city sits on a legacy of stranded hydro capacity from shut-down plants. And Hamilton already produces the demand: the federally funded VITAL project, which builds models to catch patients deteriorating in hospital before they crash, draws on data from Hamilton Health Sciences, the Juravinski site, and McMaster Children's. The research this compute serves is partly Hamilton's own.

That is why Hamilton ranked first out of 33: on the merits, as the best brownfield-plus-power-plus-research match in the country, not as a favour or a commercial play.

The option nobody is discussing: distributed

Even a 30 MW public site is not the only shape sovereign compute can take. The same efficiency-over-scale logic that Karsten applied at the kernel applies at the deployment layer. Compute can be distributed across many small, community-owned or institution-owned nodes on existing hardware and existing power, coordinated in software, with the data and the control staying in Canada. That is the model I work on. It needs no mega-campus at all, and it is the lowest-footprint way to give a city sovereign capacity without asking it to accept a single large draw. A serious framework should leave room for it, not just for the one big building.

What the framework should actually do

A one-year pause is not the enemy of sovereign compute. Used well, it is how Hamilton gets it right. The framework should:

  1. Distinguish, in zoning, sovereign and research compute from commercial hyperscale. Different uses, different rules. Do not ban a category to stop a proposal.
  2. Set conditions, not a blanket prohibition. Require brownfield or retrofit siting, closed-loop cooling with hard water caps, waste-heat recovery, use of existing industrial power, and published efficiency standards.
  3. Tier by megawatt and water draw, so a sub-30 MW public research facility is not governed by the same rule as a gigawatt commercial campus.
  4. Require public benefit, such as a discovery centre, community access, or research partnerships, as a condition of approval.
  5. Keep the distributed model in scope, so the framework does not accidentally outlaw the lowest-impact option by writing rules that only imagine one large building.

One thing to verify before anyone runs with this

The catch, stated plainly. These are not two proposals on two parcels. They are the same land. Slate Asset Management owns the roughly 800-acre former Stelco site it brands Steelport, and DRAC's federal bid, under the 705 million dollar AI Sovereign Compute Infrastructure Program, names that site. The reported structure is that Slate builds the facility and then sells the land and facility to DRAC, a public non-profit. So the honest framing is not "separate the sovereign site from the commercial one." It is that this single site can be governed toward a public-owned, research-purpose, efficiency-first end state, and the framework should enable that conditional path rather than ban the category because a private developer breaks ground. Judge the end state and the conditions, not who holds the shovel.

The debate Hamilton thinks it is having is about whether to allow data centres. The debate worth having is about which kind, on what land, owned by whom, and to whose benefit. The city is Canada's top-ranked site for the good kind. The framework year is the chance to say yes to that without saying yes to the rest.
